Online Service of Process: Account Setup
Your New Online Options
The Secretary of the Commonwealth's (SOC) new online Service of Process system
was created to make the filing and delivery of affidavits as error-free and
easy as possible.
SOP filers enter case data online in a short series of screens. After all data
is entered, the system will generate an affidavit for service of process. SOP
filers are then prompted to print the affidavit, affix necessary "wet"
signatures, and deliver the original affidavit and one copy, along with one
copy of the notice or process papers, to the SOC.
There are two user set-up and payment options for the service.
Option 1: Monthly Billing with access as a VIPNet Premium Service Subscriber
This option is best for high-volume users filing ten or more affidavits per
month.
To take advantage of the monthly billing option and become a VIPNet subscriber,
complete VIPNet's Premium
Service Subscription Agreement and pay the annual subscription fee of $95.00.
- VIPNet subscribers will be given a user ID and password to access the online
SOP system. Each filing is billed at $28.00 per defendant, and as a subscriber;
you will receive an invoice and monthly statements of account activity.
- Accounts may be maintained via check, credit card, or automatic checking
account debit made payable to VIPNet. You may also have enhanced, value-added
access to other VIPNet
Premium Services (for which fees are charged).
Option 2: Pay-As-You-Go with Access as a Non-Subscriber
The second option is to pay by credit card for each SOP filed. This option
may be most beneficial to infrequent or sporadic SOP filers. To "pay as
you go" by credit card, SOP filers will enter their billing information
and credit card number and submit it through a secure website for payment at
$28.00 per defendant. Once the secure transaction is complete, filers will be
given an opportunity to download and print a receipt.
As with the Subscriber Option, this service requires a user name and password.
This user name and password will be your gateway to the filing, management and
tracking of your Service of Process.
